GENEVA/WASHINGTON (Reuters) -The White House has quietly dropped the World Trade Organization from a list of $4.9 billion in foreign aid cuts announced last Friday after the move sparked concern among lawmakers, trade groups and the head of the global trade body.

Democratic lawmakers said the administration's unilateral cuts were illegal because the funding had been authorized by Congress, and trade groups argued cutting funding for the WTO would cede territory to China.

WTO Director General Ngozi Okonjo-Iweala told Reuters in an interview on Tuesday that she had been working with the U.S. Trade Representative's office - headed by Jamieson Greer - and others in the Trump administration to resolve the issue.

Friday's announcement noted $29 million in WTO funding as an example of U.S. contributions to international programs that violated President Donald Trump's America First priorities. The administration described the WTO as "toothless."

By Wednesday, the WTO reference was gone from the White House website.

A trade source familiar with the matter said the WTO funding was no longer being cut, but gave no further details.

The White House, USTR and WTO declined to comment.

The cuts announced on Friday are part of a broader push by Trump and his "Make America Great Again" political movement to reduce U.S. spending abroad and focus on domestic priorities. They come after a government-wide review of U.S. participation in international organizations was completed in August, though details have not been released.

Democratic and Republican administrations have been critical of the WTO for years, citing its failure to adjudicate trade conflicts or make progress on standards for global trade.

Trump has upended global trade with high tariffs imposed against nearly every trading partner, and separate bilateral trade deals that trade experts say undermine efforts to set binding multilateral rules for trade.

A senior U.S. official said the WTO reference was removed from the White House website to avoid confusion. The list referred to programs funded in the past, the source said, not line items facing fresh cuts.

The initial announcement of cancelled funding spurred questions from Congress and statements of concern from trade groups such as the National Foreign Trade Council.

The NFTC warned that withdrawing U.S. funding from the WTO would leave a vacuum that other countries would be happy to fill, a nod to China's push for more power on such bodies.

A second source familiar with the matter said the initial reference to WTO came without prior consultation with other agencies, and the fate of the funding remained unclear.

Barring specific instructions, U.S. funding for the WTO could roll over after September 30, given it comes from an account that carries over automatically at the end of the fiscal year, two of the sources said.

The administration also still owes the WTO money for 2024, Reuters reported in March. The Geneva-based trade watchdog had an annual budget of 205 million Swiss francs ($232 million) in 2024, of which Washington was due to contribute about 11%.

BOSTON (Reuters) -A federal judge on Wednesday ruled that U.S. President Donald Trump's administration unlawfully terminated about $2.2 billion in grants awarded to Harvard University and can no longer cut off research funding to the prestigious Ivy League school.

The decision by U.S. District Judge Allison Burroughs in Boston marked a major legal victory for Harvard as it seeks to cut a deal that could bring an end to the White House's multi-front conflict with the nation's oldest and richest university.

The Cambridge, Massachusetts-based school became a central focus of the administration's broad campaign to leverage federal funding to force change at U.S. universities, which Trump says are gripped by antisemitic and "radical left" ideologies.

Among the earliest actions the administration took against Harvard was to cancel hundreds of grants awarded to university researchers on the grounds that the school failed to do enough to address harassment of Jewish students on its campus.

Harvard sued, arguing the Trump administration was retaliating against it in violation of its free-speech rights after it refused to meet officials' demands that it cede control over who it hires and who it teaches.

Burroughs, an appointee of Democratic President Barack Obama, said the Republican president was right to combat antisemitism and that Harvard was "wrong to tolerate hateful behavior as long as it did."

But she said fighting antisemitism was not the administration's true aim and that officials wanted to pressure Harvard to accede to its demands in violation of its free-speech rights under the U.S. Constitution's First Amendment.

Burroughs said it was the job of courts to safeguard academic freedom and "ensure that important research is not improperly subjected to arbitrary and procedurally infirm grant terminations, even if doing so risks the wrath of a government committed to its agenda no matter the cost."

She barred the administration from terminating or freezing any additional federal funding to Harvard and blocked it from continuing to withhold payment on existing grants or refusing to award new funding to the school in the future.

White House spokesperson Liz Huston in a statement called Burroughs an "activist Obama-appointed judge" and said Harvard "does not have a constitutional right to taxpayer dollars and remains ineligible for grants in the future."

"We will immediately move to appeal this egregious decision, and we are confident we will ultimately prevail in our efforts to hold Harvard accountable," she said.

Harvard did not respond to requests for comment.

The decision came a week after Trump during an August 26 cabinet meeting renewed his call for Harvard to settle with the administration and pay "nothing less than $500 million," saying the school had "been very bad."

Three other Ivy League schools have made deals with the administration, including Columbia University, which in July agreed to pay $220 million to restore federal research money that had been denied because of allegations the university allowed antisemitism to fester on campus.

As with Columbia, the Trump administration took actions against Harvard related to the pro-Palestinian protest movement that roiled its campus and other universities in the wake of the October 7, 2023, Hamas attack on Israel and Israel's war in Gaza.

Harvard has said it has taken steps to ensure its campus is welcoming to Jewish and Israeli students, who it acknowledges experienced "vicious and reprehensible" treatment following the onset of Israel's war in Gaza.

The administration's decision to cancel grants was one of many actions it has taken against Harvard. It has also sought to bar international students from attending the school; threatened Harvard's accreditation status; and opened the door to cutting off more funds by finding it violated federal civil rights law.

Burroughs in a separate case has already barred the administration from halting Harvard's ability to host international students, who comprise about a quarter of the school's student body.

Harvard litigated the grant funding case alongside the school's faculty chapter of the American Association of University Professors, which has voiced opposition to the idea of the institution cutting a deal with Trump.

"We hope this decision makes clear to Harvard's administration that bargaining the Harvard community's rights in a compromise with the government is unacceptable," the group's lawyers, Joseph Sellers and Corey Stoughton, said in a statement.

While Hurricane Kiko remains roughly 1,500 miles east of the Hawaiian Islands, the storm will be worth watching in the coming days.

On Wednesday Kiko rapidly intensified into a Category 4 hurricane from Category 2 intensity in only 6 hours. The storm is moving through a region with warm waters and low wind shear for at least the rest of the week, which means it's staying in conditions that are favorable to hurricanes.

Hurricane Kiko is traveling due west, but is forecast to begin turning more west-northwest by Friday or Saturday.

While Kiko is expected to begin weakening late this weekend into early next week, the storm will likely maintain hurricane strength at least through then.

Kiko's Potential Impact on Hawaii?

As of now, it's too early to know what impacts, if any, there will be in the Hawaiian Islands. However, it's important to keep a close eye on the forecast. Most model guidance suggests that there will be some impacts around the middle part of next week as a tropical storm or low-end hurricane.

Model Forecast Tracks

The distance of Kiko's track from the islands will determine its level of impact.

If the storm passes closer to the islands, then we could see heavy rainfall, gusty winds and higher surf. Of course, if the storm passes farther away, then the impacts will be less.

A Few Obstacles That Kiko Faces

Even if Kiko makes a close brush with the Hawaiian Islands, some environmental factors could hinder the strength of the storm.

Forecast Wind Shear

Wind Shear: The closer the storm gets to the Hawaiian Islands, the more wind shear it will encounter. This will most likely cause the storm to weaken as it approaches the islands.

Sea Surface Temperatures: While ocean temperatures are 80 degrees Fahrenheit along Kiko's track, the water does cool slightly around the islands. This could also help the storm lose some intensity.

Dry Air: There will also be a pocket of dry air near the islands as Kiko is making an approach. Dry air also contributes to storms weakening.

With several days to go, there is still uncertainty in the track and intensity forecast, so it's important to stay informed and check back frequently for updates on Hurricane Kiko.

A significant portion of the regression Texans quarterback C.J. Stroud experienced during his second NFL season was undoubtedly linked to an offensive line that underperformed.

The Texans addressed those concerns up front this offseason, revamping their line to the extent that only right tackle Tytus Howard returns as a starter on the five-man unit. Right off the bat, the Texans will face a stiff test when they open their season on Sunday at the Los Angeles Rams.

The Rams' defensive front is ferocious and effective. With Jared Verse, Braden Fiske, Byron Young and Kobie Turner, the Rams enter with a definite advantage in the trenches.

"I think we've got a great challenge," Stroud said. "This defensive line is really good, starting with Verse. He's really, really good and really strong and powerful. No. 55 (Fiske), No. 91 (Turner), No. 0 (Young), all of them are really good.

"So I think this is a great challenge for us, and those guys know that and they're preparing. I think it's going to be a great battle."

Rookie left tackle Aireontae Ersery is tasked with replacing five-time Pro Bowler Laremy Tunsil, now with the Washington Commanders, and protecting Stroud's blindside. However, the entire, unproven unit is responsible for keeping Stroud upright and free from pressure.

"There's been questions all offseason about our offensive line," Texans coach DeMeco Ryans said. "Everybody wants to know who's going out there, who is this guy at this position, that position, it's just a lot of talk that I'm, quite frankly, tired of talking about it.

"It's time to go play, and let's see how our five matches up against a really great defensive line, and that's what we'll see on Sunday. Let's see how it all plays out."

There were tenuous moments this preseason for the Rams regarding quarterback Matthew Stafford, whose back woes appeared to threaten his availability for the season opener. But with Stafford cleared to play and poised to start against the Texans, the focus shifts to the Rams' offensive potential following the offseason addition of stellar veteran receiver Davante Adams.

The coupling of Adams with third-year receiver Puka Nacua is enticing. Adams, who ranks second among active players with 103 receiving touchdowns and fourth in career receptions (957) and receiving yards (11,844), arrives as a six-time Pro Bowler and three-time All-Pro.

Nacua earned All-Pro honors as a rookie after recording 105 catches for 1,486 yards. He missed six games last season, which impacted his productivity. Nonetheless, Nacua showed growth despite missing time, and teaming up with Adams creates a strong duo for the Rams.

"I think they're two great players," Rams coach Sean McVay said. "Obviously, we've talked a lot about what Puka has been able to do his first couple of years. I think he's gotten better each of the last couple of years. He had a great rookie year. Obviously, he didn't play as many games last year, but he played more efficient football. He took a step in the right direction. I think he's in the midst of being able to do that, going into Year 3.

"Davante is a special player. His resume speaks for itself. He's not limited in any way that you can use him, and so very excited about adding him. And then, really, the other four receivers that we have, we feel really good about. I think top to bottom, it's a really deep group that I have a ton of trust in every single one of those guys. Obviously, our top two guys are Davante and Puka in terms of just when you look at it ... I love this receiving group."

UNITED NATIONS (AP) — The United States and Panama are urging the U.N. Security Council to authorize a 5,550-member force with the power to detain gang members in Haiti to help stop the escalating violence.

The two countries outlined their proposal to transform the Kenya-led multinational force now deployed in the Caribbean nation into a much larger force in a draft resolution to the U.N. Security Council obtained Wednesday by The .

The first Kenyans arrived in Haiti in June 2024 and the force was supposed to have 2,500 troops, but it has been plagued by a lack of funding and its current strength is below 1,000.

Gangs have grown in power since the assassination of President Jovenel Moïse in 2021. They now control 90% of the capital, Port-au-Prince, and have expanded their activities, including looting, kidnapping, sexual assaults and rape, into the countryside. Haiti has not had a president since the assassination.

The six-page draft resolution expresses appreciation to Kenya for leading the multinational force but reaffirms Secretary-General Antonio Guterres' finding in February that it hasn't been able to keep pace with the dramatic expansion of the gangs and needed to be scaled up.

Acting U.S. Ambassador Dorothy Shea had announced on Aug. 28 that the U.S. was seeking U.N. authorization for a new Gang Suppression Force.

The draft resolution would authorize U.N. member nations to transition the mission into such a force in cooperation with Haiti's government for an initial period of 12 months. The force would be able to detain and arrest Haitians.

It states that the force would consist of 5,500 uniformed personnel and 50 civilians who would be paid from voluntary contributions. But it does not specify whether Kenya or any other country would contribute troops or police.

The resolution would authorize participants in the new force to "conduct independent, intelligence-led targeted counter-gang operations to neutralize, isolate, and deter gangs that continue to threaten the civilian population, abuse human rights and undermine Haitian institutions."

The new force would also provide security for critical infrastructure, including the airport and ports, schools and hospitals, along with the Haitian police and armed forces. And it would support Haitian efforts "to combat illicit trafficking and diversion of arms and related materiel."

Raiders wide receiver Jakobi Meyers ran a comeback route, focusing on producing in the regular season after his trade request was denied.

Meyers said Wednesday he met with decision-makers and decided dropping his trade request for taking the field was in the best interest of everyone involved.

"I asked, they said no," Meyers said, chuckling at the reality of the situation. "That's where that stopped. I mean, I'm just going to keep doing my job until something shakes out either way, honestly. I don't know which way it's going to go, but I'll be ready for whatever."

Meyers said, "I ain't tripping," and admitted he didn't know if the Raiders would extend a new contract offer.

Unsettled and lacking clarity, Meyers said he's only back in the fold because of his teammates. There is no guaranteed money remaining on his deal beyond the $10.5 million base salary in 2025.

"But you've got to find a way to separate yourself from all the business," he said, adding he was hopeful the Raiders would agree that he proved his worth last season. "I thought they would see it that way -- they don't."

Meyers, 28, became the No. 1 wide receiver for the Raiders following the October 2024 trade of Davante Adams to the New York Jets. He caught 87 passes for 1,027 yards and four touchdowns.

He plans to be in the lineup when the Raiders and new head coach Pete Carroll march into the regular season against the New England Patriots on Sunday.

"It's a job," Meyers said. "At the end of the day, I'm happy to be doing my job with my boys, but I can be happy anywhere."

ORCHARD PARK, N.Y. (AP) — The Bills restructured left tackle Dion Dawkins' contract in a move that gets Buffalo under the NFL's salary cap, a person with knowledge of the deal confirmed to The on Wednesday.

The person spoke to the AP on the condition of anonymity because the team is not going to release the information publicly. ESPN.com first reported the restructuring.

The move freed up about $7.5 million in cap space for a Bills team that began the day about $3.5 million over the limit, the person said. Dawkins is entering his ninth season and is under contract through 2027 after signing a three-year, $60 million contract extension.

Teams have until the end of Wednesday to be cap complaint to start the season with all 53 active players and practice squad members counting against the payroll.

In a separate move, the Bills signed receiver Gabe Davis to their practice squad with the intention of placing him on injured reserve. The sixth-year player, who spent his first four seasons in Buffalo, is not cleared to play after tearing the meniscus in his left knee in mid-November, ending his one season in Jacksonville.

Adding Davis led to Buffalo cutting veteran safety Jordan Poyer from the practice squad in what is considered a paper move. The team intends to re-sign Poyer once Davis is placed on IR.
