<p>WASHINGTON (Reuters) -The U.S. State Department has approved $30 million in funding for the Gaza Humanitarian Foundation, the State Department said on Thursday, calling on other countries to also support the group delivering aid in war-torn Gaza.</p>

<p>"This support is simply the latest iteration of President Trump's and Secretary Rubio's pursuit of peace in the region," State Department deputy spokesperson Tommy Pigott told reporters.</p>

<p>Reuters reported earlier this week the United States was giving $30 million to the controversial humanitarian group.</p>

<p>Katy Perry will not be among the A-listers attending Jeff Bezos and Lauren Sánchez's Venice nuptials.</p>

<p>Despite speculation that she's absent because of her split from former fiancé Orlando Bloom, who is in attendance, a source confirms to PEOPLE, "She was never going to the wedding."</p>

<p>Perry, 40, is currently on The Lifetimes Tour, first announced in September 2024. Tour dates will see her performing back-to-back shows in Adelaide, Australia, during the weekend of the nuptials.</p>

<p>TMZ previously reported that Perry wouldn't be in attendance because her tour dates overlapped with the nuptials. PEOPLE has since confirmed that Bloom and Perry have officially called it quits.</p>

<p>Despite not being able to make her big day, Perry joined Sánchez for her bachelorette party in Paris in mid-May. The former news anchor also included Kim, Kris and Eva Longoria.</p>

<p>The group first celebrated with a dinner at Lafayette's in Paris on Thursday, May 15. "The atmosphere was very relaxed and very Parisian," a source told PEOPLE of the event at the time.</p>

<p>The next day, Sánchez was joined by 12 of her friends on a river cruise around the City of Love.</p>

<p>Bloom, 48, was captured arriving in the Italian city on Thursday, June 26, wearing all-black sportswear including gym shorts and a workout vest. The Pirates of the Caribbean actor was also photographed warmly greeting reality TV stars Kim and Khloé Kardashian, as well as their mom, Kris Jenner, over his lunch at the lavish Venice hotel, Gritti Palace.</p>

<p>Earlier this month, a source told PEOPLE that Perry and Bloom's relationship was "pretty much done," adding that they "don't really see them being able to turn things around."</p>

<p>At the time, the source added, "It's been breaking down the last couple of months and isn't looking good."</p>

<p>In recent months, former first lady Michelle Obama has happily become a wild card.</p>

<p>While appearing on the Thursday, June 26, episode of NPR podcast "Wild Card with Rachel Martin," she made new comments about her marriage to former President Barack Obama.</p>

<p>In her new chapter, the "IMO" podcast cohost has emerged more outspoken than ever, telling Martin that "even in this phase in our lives, when Barack and I say something right or wrong, it does get covered (by news outlets)."</p>

<p>She added: "You know, the fact that people don't see me going out on a date with my husband sparks rumors of the end of our marriage," before Martin chimed in and quipped that "it's like the apocalypse!"</p>

<p>Then, Obama agreed that the response is like "the apocalypse."</p>

<p>The Obamas sparked online divorce speculation after her husband appeared solo at the January affair, but she pushed back on critics of her choice.</p>

<p>"I'm here really trying to own my life and intentionally practice making the choice that was right for me, and it took everything in my power to not do the thing that 'was right,' or was perceived as right, but do the things that was right for me," she added on "IMO."</p>

<p>But Obama stressed, once again, to Martin on the June 26 episode that her decision was the right choice for her.</p>

<p>Michelle Obama is suggesting that reactions surrounding rumors about the end of her marriage to Barack Obama are "like the apocalypse."</p>

<p>"One of the major decisions I made this year (was) to stay put and not attend funerals and inaugurations and all the things that I'm supposed to. <p>"And I had, I have to own that. Those are my choices," she continued. "Whatever the backlash was, I had to sit in it and own it. But I didn't regret it, you know? It's my life now, and I can say that, now. But we'll see there. Maybe next year we sit down, I'll go, "You know, Rachel, I went a little too far."</p>

<p>WASHINGTON/THE HAGUE (Reuters) -The White House on Wednesday recommended terminating U.S. funding for nearly two dozen programs that conduct war crimes and accountability work globally, including in Myanmar, Syria and on alleged Russian atrocities in Ukraine, according to two U.S. sources familiar with the matter and internal government documents reviewed by Reuters.</p>

<p>The recommendation from the Office of Management and Budget, which has not been previously reported, is not the final decision to end the programs since it gives the State Department the option to appeal.</p>

<p>But it sets up a potential back-and-forth between the OMB and U.S. Secretary of State Marco Rubio and his aides, who will reply to OMB with their suggestions on which programs deserve to continue. The programs also include work in Iraq, Nepal, Sri Lanka and the Gambia.</p>

<p>The State Department and OMB did not immediately respond to a request for comment.</p>

<p>The expectation that Rubio would argue for many of the programs to be continued is slim, according to two U.S. officials. However, the top U.S. diplomat could make a case to keep crucial programs, such as aiding potential war crimes prosecutions in Ukraine, according to one source familiar with the matter.</p>

<p>Several of the programs earmarked for termination operate war crimes accountability projects in Ukraine, three sources familiar with the matter said, including Global Rights Compliance, which is helping to collect evidence of war crimes and crimes against humanity across Ukraine, such as sexual violence and torture.</p>

<p>Another is the Legal Action Network, a legal aid group which supports local efforts to bring cases against Russian suspects of war crimes in Ukraine, the sources said.</p>

<p>Requests seeking comment from the groups were not immediately answered.</p>

<p>State Department bureaus that would like to preserve any war crimes and accountability programs should send their justifications by close of business day on July 11, said an internal State Department email seen by Reuters.</p>

<p>The administration of President Donald Trump has frozen and then cut back billions of dollars of foreign aid since taking office on January 20 to ensure American-taxpayer money funds programs that are aligned with his "America First" policies.</p>

<p>The unprecedented cutbacks have effectively shut down its premier aid arm U.S. Agency for International Development, jeopardized the delivery of life-saving food and medical aid and thrown global humanitarian relief operations into chaos.</p>

<p>The OMB recommendation is yet another sign that the administration is increasingly de-prioritizing advocacy for human rights and rule of law globally, an objective that previous U.S. administrations have pursued.</p>

<p>While U.S. foreign aid freezes had already started hampering an international effort to hold Russia responsible for alleged war crimes in Ukraine, Wednesday's recommendations raise the risk of U.S. completely abandoning those efforts.</p>

<p>Among the programs that are recommended for termination is a $18 million State Department grant for Ukraine's Prosecutor General's Office that is implemented by Georgetown University's International Criminal Justice Initiative, two sources said.</p>

<p>While the programs do not directly impact Ukraine's frontline efforts to fend off Russia's invasion, supporters say they represent the best chance of extensively documenting reported battlefield atrocities in Europe's biggest conflict since World War Two, now grinding toward a fourth year.</p>

<p>Ukraine has opened more than 140,000 war crime cases since Moscow's February 2022 invasion, which has killed tens of thousands, ravaged vast swathes of the country and left behind mental and physical scars from occupation. Russia consistently denies war crimes have been committed by its forces in the conflict.</p>

<p>Other programs include one that does accountability work on Myanmar army's atrocities against Rohingya minorities as well as on the persecution of Christians and other minorities by Syria's ousted former president Bashar al-Assad, two sources said.</p>

<p>While the OMB recommendations could face State Department push-back, the criteria to appeal are set very strictly.</p>

<p>In an internal State Department email, the administration cautioned that any effort to preserve programs that were recommended to be terminated should be thoroughly argued and directly aligned with Washington's priorities.</p>

<p>"Bureaus must clearly and succinctly identify direct alignment to administration priorities," the email, reviewed by Reuters said.</p>

<p>Kylie Kelce has a clear warning sign that something is not right postpartum — and it's all about her hair.</p>

<p>The 33-year-old, who recently welcomed her fourth child with husband Jason Kelce, opened up on the Thursday, June 26 episode of her Not Gonna Lie podcast about the one boundary she never wants to cross while working through any postpartum emotions.</p>

<p>"I did tell the person who cuts my hair — Jason's barber, but she also does my hair — I told her when I started having kids, like, 'Hey, if I ever come to you and ask for the mom cut, which is, like, the really cute, like, shorter hair, that's my threshold,' " Kylie shared.</p>

<p>The podcast host, who welcomed daughter Finnley in March, has had long hair for most of her life.</p>

<p>"I told her, 'If I ever come to you and ask for a shorter haircut, I need you to, like, take me to the doctor's office," Kylie said. "Grounded Kylie knew that that was not for her, and we can't risk it."</p>

<p>Jenni "JWoww" Farley, who was a guest on the show, added that she did get the "mom cut" postpartum and regretted it.</p>

<p>"I did the mom cut too, and I hated it, and I cried. And I was like, 'Why did I do this when my hormones adjusted?' " she asked, adding of Kylie, "You knew, like, I have long, beautiful blonde hair. I know I'm not touching this s---."</p>

<p>But Kylie explained that when her hormones weren't regulated, all bets were off.</p>

<p>"Sleepless, like hungry Kylie? Yes. She probably was like, chop that s---," Kylie added.</p>

<p>Kylie, who is mom to daughters Wyatt, 5, Elliotte, 4, Bennett, 2, and Finnley, 2 months, noted of her postpartum responses, "I had a different experience for every single one of my kids. I know that I had baby blues for my first. I know that I experienced some forms of postpartum for, like, my other girls. Can acknowledge that, but it's very much what you're saying. In the moment, it's hard to have a personal check and be like, 'Am I okay right now?' "</p>

<p>It's likely the most expensive wedding this year. Though details of the wedding between Amazon multi-billionaire Jeff Bezos and Lauren Sanchez are sketchy, it's certainly causing a storm, not least in Venice, where they're set to tie the knot this weekend.</p>

<p>Here's a guide by the numbers:</p>

<p>Billion, that is. That's the net worth of Jeff Bezos, according to real-time data from Forbes, making him the third-richest person in the world behind tech bros Elon Musk and Mark Zuckerberg.</p>

<p>Not bad, considering that he founded Amazon out of his garage in Seattle in 1994, with not much more than a desk, a fax machine and a long orange extension cord that was needed to supply the room with additional power.</p>

<p>From its origins as an online bookstore, Amazon's tentacles are now felt all around the world. If you want anything, it'll likely be for sale there. Amazon also now produces movies, runs the Whole Foods grocery chain and has become the leader in voice-activated speakers.</p>

<p>Bezos stepped down as CEO of Amazon in early 2021, citing the desire to devote more time to philanthropy and other projects, including The Washington Post, the newspaper he bought in 2013 and his rocket company, Blue Origin.</p>

<p>But Bezos still has broad influence over Amazon as executive chair and the company's biggest shareholder, though his stake has diminished over the years to under 10%.</p>

<p>This is the second time that Bezos — and Sanchez — will be walking down the aisle.</p>

<p>Bezos, 61, was married to MacKenzie Bezos for 25 years until their divorce in April 2019. TV anchor Sanchez, 55, also divorced her first husband of 14 years, talent agent Patrick Whitesell, in 2019.</p>

<p>The divorce came at a high price for Jeff Bezos. Only the divorce of Bill Gates and Melinda Gates has been more expensive.</p>

<p>As part of the settlement, MacKenzie, who has taken her middle name Scott as her new surname, received 25% of Bezos' stake in Amazon. According to Forbes, she is worth a cool $30 billion, easily placing her in the world's top 100.</p>

<p>According to travel website Kayak, that's the euro price ($2,850) for the next available room at the Aman Venice, the hotel where the couple are believed to be staying during their three-day wedding extravaganza.</p>

<p>The hotel is a grand spectacle in a city of spectacles. Like Venice itself, the hotel blends mystery and grandeur, opulence and solitude. The rooms are decorated with works by a number of Italy's greatest artists, including 16th-century architect Sansovino and 18th-century painter Tiepolo.</p>

<p>Given his wealth, Bezos would be expected to reside in one of the suites.</p>

<p>The 97 square-meter (1,044 square feet) Grand Canal Suite would surely meet the moment. According to the hotel, it "beguiles with views of the Grand Canal and an abundance of light."</p>

<p>Or how about the Alcova Tiepolo Suite? It is slightly bigger at 103 square meters (1108 square feet), which allows guests the opportunity to stay among 18th-century frescoes by Tiepolo.</p>

<p>Or thereabouts. That's the approximate population of Venice's historic center, which is composed of over 100 islands connected by footbridges and traversed by its famed canals.</p>

<p>And it's clear not everyone is thrilled by the arrival of Bezos, his wife-to-be and their 200 or so guests, which it seems will include Mick Jagger, Ivanka Trump, Oprah Winfrey, Katy Perry and Leonardo DiCaprio, to name just a few.</p>

<p>And it doesn't seem as though the protesters will stay silent. About a dozen Venetian organizations, including housing advocates, anti-cruise ship campaigners and university groups, have united to protest the multi-day event under the banner "No Space for Bezos," a play on words that refers to Sanchez's recent space flight.</p>

<p>To many Venetians, the city has lost its charms over the decades, with mass tourism making it an increasingly difficult and expensive place to live, particularly in the summer. To many, Venice has become the ground zero of overtourism, not least when massive cruise liners deposit their cargo of thousands of passengers for a few hours of sightseeing. The locals are often outnumbered by tourists.</p>

<p>Veneto Gov. Luca Zaia reckons the Bezos wedding is all worth it and will generate around $50 million for the city and a celebrity quotient that would "bring visibility and promotion" to Venice worth more than five American Super Bowls.</p>

<p>NEW YORK (AP) — The idea that Bruce Springsteen wrote, recorded and ultimately shelved entire albums of music may seem odd to the casual listener. Why put yourself through all that work for nothing?</p>

<p>Yet "lost albums" are embedded in music industry lore. Some were literally lost. Some remained unfinished or unreleased because of tragedy, shortsighted executives or creators who were perfectionist — or had short attention spans.</p>

<p>Often, the music is eventually made public, like Springsteen is doing now, although out of context from the times in which it was originally made.</p>

<p>So in honor of Springsteen's 83-song "Tracks II: The Lost Albums" box set being released Friday, The has collected 10 examples of albums that were meant to be but weren't.</p>

<p>"Smile," The Beach Boys</p>

<p>Back in the news with the death of Brian Wilson, this album "invented the category of the lost masterpiece in popular music," says Anthony DeCurtis, contributing editor at Rolling Stone. Some of the material that surfaced suggested Wilson, the Beach Boys' chief writer, was well on his way: the majestic single "Good Vibrations," the centerpiece "Heroes and Villains" and the reflective "Surf's Up." Wilson succumbed to internal competitive pressure worsened by mental illness and drug abuse while making it in 1966 and 1967, eventually aborting the project. He later finished it as a solo album backed by the Wondermints in 2004. The better-known songs were joined with some psychedelic-era curios that displayed Wilson's melodic sense and matchless ability as a vocal arranger, along with lyrics that some fellow Beach Boys worried were too "out there."</p>

<p>"The Black Album," Prince</p>

<p>The mercurial Prince pulled back this disc, set for release in December 1987, at the last minute. Some promo copies had already slipped out, and it was so widely bootlegged that when Warner Bros. officially put it out in limited release in 1994, the company billed it as "The Legendary Black Album." Encased in an all-black sleeve, the project was said to be Prince's nod to Black fans who may have felt they had lost him to a pop audience. It's almost nonstop funk, including a lascivious Cindy Crawford tribute and the workout "Superfunkycalifragisexy." The maestro's instincts were well-placed, though. Coming after "Sign O' the Times" — arguably his peak — this would have felt like a minor project.</p>

<p>"Cigarettes and Valentines," Green Day</p>

<p>Written and recorded in 2003, Green Day's "Cigarettes and Valentines" was actually lost; someone apparently stole the master tapes. Feeling on a creative roll, the rock trio decided against recreating what they'd done and pressed on with new material. Smart move. The result was "American Idiot," the band's best work. Perhaps the robbery was "just a sign that we made a crappy record and we should make a better one," songwriter Billie Joe Armstrong told MTV. The title cut later surfaced on a 2010 live album. The rest was lost to time.</p>

<p>"Detox," Dr. Dre</p>

<p>To say anticipation was high for Dr. Dre's third album when he started recording in 2002 puts it mildly. The theme disc about a hitman, which Dre described as a "hip-hop musical," had an all-star squad of contributors including Eminem, 50 Cent, Mary J. Blige, Busta Rhymes and Kendrick Lamar. "I'd describe it as the most advanced rap album musically and lyrically we'll probably ever have a chance to listen to," co-producer Scott Storch told MTV. But we never have. When he announced a different third album in 2015, Dre explained on his radio show what happened to "Detox": "I didn't like it. It wasn't good. ... I worked my ass off on it, and I don't think I did a good enough job."</p>

<p>"Black Gold," Jimi Hendrix</p>

<p>A series of unfinished demos, "Black Gold" was a taste of where guitar god Jimi Hendrix might have gone creatively if he hadn't died at 27 in 1970. He was composing a song suite about an animated Black superhero, says Tom Maxwell, whose podcast "Shelved" unearths stories behind lost music. Hendrix sent a tape of his work to longtime drummer Mitch Mitchell for advice on fleshing it out. That music was set aside at Mitchell's home and forgotten for two decades after Hendrix died. To date, Hendrix's estate has made only one of these recordings public, a song called "Suddenly November Morning." Hendrix, after clearing his throat, slips in and out of falsetto while accompanying himself on an acoustic guitar.</p>

<p>"A Story," Yoko Ono</p>

<p>Written while Yoko Ono was separated from John Lennon during his infamous "lost weekend" in 1973-74, "A Story" had the potential of changing the musical narrative around her. It was a strong album — without the avant-garde stylings that made Ono a challenge for mainstream listeners — recorded with musicians who worked on Lennon's "Walls & Bridges." Maxwell calls it "an emancipation manifesto" that was set aside when Ono reconciled with Lennon. She's never publicly explained why, Maxwell says, although one song seems clearly about an affair she had while Lennon was away. Some of the material from "A Story" was included as part of the "Onobox" project that came out in 1992, and the album was released separately in 1997. Ono also re-recorded some of its songs in 1980, and Lennon was holding a tape of her composition "It Happened" when he was shot and killed. In it, she sings about an unspecified, seemingly traumatic event: "It happened at a time of my life when I least expected." That wasn't even the most chilling premonition. Her song "O'Oh" ended with firecrackers that sound like gunshots. It was left off the 1997 release.</p>

<p>"Chinese Democracy," Guns N' Roses</p>

<p>Guns N' Roses was at the top of the hard rock world when they began recording a new album in 1994. It didn't go well. Inconclusive sessions slogged on for years, and all but singer Axl Rose left the group. Recording costs exceeded a staggering $13 million, by some accounts the most expensive rock album ever. One witness told The New York Times in 2005: "What Axl wanted to do was to make the best record that had ever been made. It's an impossible task. You could go on indefinitely, which is what they've done." When "Chinese Democracy" was finally released in 2008, the world yawned.</p>

<p>"Love Man," Marvin Gaye</p>

<p>Not even a decade after the triumph of "What's Going On," Marvin Gaye was floundering. His "Here, My Dear" divorce album flopped, he struggled with drugs and searched for relevance in the disco era. The single "Ego Tripping Out," meant to herald a new album, laid bare the problems: Over a melody cribbed from Donna Summer's "Hot Stuff," the famously cool "Love Man" boasted like an insecure rapper. He scrapped the album, repurposing some its material for the 1981 disc "In Our Lifetime," a process so fraught he bitterly left his longtime label Motown. Gaye went to CBS, made a huge comeback with "Sexual Healing," then was shot dead by his father in 1984.</p>

<p>"Homegrown," Neil Young</p>

<p>Neil Young rivals Prince in the volume of material left in his vault, and he's been systematically releasing much of it. The mostly acoustic "Homegrown" was recorded as 1974 bled into 1975, during Young's breakup with actor Carrie Snodgress. Instead of releasing it in 1975, he put out another heartbreak album, the well-regarded "Tonight's the Night," about losing friends to drug abuse. When Young finally dropped "Homegrown" in 2020, he wrote in his blog, "Sometimes life hurts. This is the one that got away."</p>

<p>"Streets of Philadelphia Sessions," Bruce Springsteen</p>

<p>Of the discs included in Springsteen's "Tracks II" set, this was reportedly the closest to being released, in the spring of 1995. After the success of the Oscar-winning song "Streets of Philadelphia," Springsteen recorded an album in the same vein, with a synthesizer and West Coast rap-inspired drum loops setting the musical motif. Strikingly contemporary for its time, Springsteen ultimately felt it was too similar to previous releases dominated by dark stories about relationships. "I always put them away," he said of his lost albums. "But I don't throw them away."</p>
